JPA and Green Cross UK: Strategic Intelligence, Institutional Capacity and Delivery

What the Engagement Can Include

A project’s sustainability commitments need to translate into decisions, actions and evidence. Green Cross UK’s Sustainable Infrastructure Programme —SIπ— provides a structured framework to assess performance, identify gaps and establish an improvement roadmap.

The framework comprises 73 assessment criteria across six categories, combining 64 Envision credits with nine additional Green Cross UK criteria. It can be applied across the infrastructure lifecycle, from planning and design to construction, operation and end-of-life.

JPA adds an assessment of the political, regulatory and institutional conditions that could affect delivery and long-term viability.

Assessment, Recognition and Independent Verification

  • A sustainability baseline and prioritised gap analysis.

  • An improvement roadmap with assigned responsibilities.

  • Evidence preparation against applicable assessment requirements.

  • Project-team coordination and preparation for the selected verification pathway.

  • Performance monitoring and digital integration where included in scope.

Who It Is For

Green Cross UK assessment and recognition are distinct from independent Envision verification by the Institute for Sustainable Infrastructure —ISI.

The appropriate pathway, evidence requirements and verification responsibilities are established at the outset. Other standards can be incorporated where relevant to the project and stakeholder requirements.

What the Engagement Can Include

A portfolio needs a consistent assessment framework without losing sight of the conditions affecting each asset.

Applying SIπ across an agreed portfolio helps owners and investment teams identify sustainability gaps, compare assessment results and establish improvement priorities. JPA adds analysis of jurisdictional, regulatory and institutional dependencies that may affect implementation.

  • An agreed assessment boundary and common evidence requirements.

  • Asset-level baselines and gap identification.

  • Portfolio-wide visibility of improvement priorities.

  • A documented basis for allocating improvement resources.

  • Reporting to support asset management and investor discussions.

SAVE: Turn Energy Data into Operating Improvements

The engagement defines the baseline, implementation responsibilities and method for evaluating results. Identified opportunities are distinguished from savings actually achieved.

Where carbon project development is relevant, eligibility and verification are assessed separately. Energy savings do not automatically generate tradable carbon credits.

What the Engagement Can Include

Energy data becomes valuable when it explains where consumption is being wasted and what operators can do about it.

SAVE combines a cloud-based artificial intelligence platform with operational and IoT data to analyse equipment and system performance. It identifies consumption patterns, flags inefficiencies and recommends actions for operating teams.

The approach examines individual equipment alongside the behaviour of the wider system, helping teams investigate causes rather than simply report consumption.

  • Assessment of available instrumentation and data.

  • Monitoring of relevant variables, including energy consumption, pressure and temperature.

  • Identification of inefficient operating patterns.

  • Alerts and recommendations to support maintenance and operational decisions.

  • Energy and emissions reporting within the agreed measurement boundary.

  • Local implementation support and platform configuration.

Technology Deployed at Industrial Scale

SAVE uses the ZEW platform, deployed across more than 100 large-scale industrial installations, primarily in India. According to information supplied by Green Cross UK, its references span oil and gas, food processing, steelmaking and manufacturing.

Twelve months of historical data are analysed at no cost, with findings presented for your own facility. The initial assessment confirms data availability, data quality and the scope of the analysis.

Lazarus: Restore Water and Structure the Conditions for Continuity

Restoration requires sustained operation. JPA helps establish who participates, who commits resources, who operates and how decisions are maintained through institutional or political change.

Deployment, ecological restoration and asset validation follow different timelines. The funding structure must support operations throughout the relevant validation period.

What Needs to Be Established

A degraded water body can create operating constraints, environmental liabilities and long-term exposure for businesses and public authorities.

Lazarus combines mobile in-situ treatment using Aquadelle technology with outcome measurement, project structuring and ongoing governance. The objective is to support water restoration and, where feasible, develop verified environmental assets that contribute to financing the intervention.

Technical suitability, funding and environmental asset pathways are assessed for the specific site. The project does not depend on assuming that future credits will be issued or sold.

  • Water-body conditions and technical suitability.

  • Intervention scope and operating requirements.

  • Permits, rights and institutional responsibilities.

  • Funding for deployment, operation and verification.

  • Baselines, monitoring and restoration milestones.

  • Eligibility for potential water, biodiversity and carbon assets.

Argus: Assess the Commercial Potential of Eligible Emissions Reductions

Charging-network and fleet operators, utilities, aggregators and owners of assets with measurable emissions reductions.

An initial eligibility review establishes whether further project development is justified.

Eligibility Before Revenue Assumptions

A measured emissions reduction is a starting point, not an issued carbon credit.

Argus is being developed to connect source measurement, independent verification, insurance arrangements and access to registries and markets. Electric mobility is the first operational sector identified in Green Cross UK’s programme documentation.

Other applications are assessed according to programme readiness, methodology, jurisdiction and asset characteristics.

  • Applicable methodology and additionality.

  • Baseline definition and data integrity.

  • Legal rights to the emissions reductions.

  • Verification and registration requirements.

  • Availability and terms of any insurance arrangements.

  • Aggregation options and potential routes to market.

Where relevant, structuring considers national climate commitments and Article 6 requirements. Credit issuance, insurance and sale depend on the specific programme, jurisdiction and contractual arrangements.

Frequently Asked Questions

Yes. Existing industrial facilities, energy assets and infrastructure portfolios can be assessed to identify inefficiencies and prioritise improvements. SIπ provides a common sustainability assessment framework across an agreed portfolio, while SAVE focuses on energy performance. Water restoration and carbon opportunities are assessed against the conditions and eligibility of each asset.

Where could these programmes create value in our assets or portfolio?

Yes. SAVE offers a no-cost analysis of twelve months of historical data, with findings specific to your facility. SIπ starts with a no-cost preliminary assessment of an infrastructure project or portfolio. Data requirements and assessment scope are confirmed in advance; any subsequent services are separately scoped and agreed.

The starting points are avoidable energy costs, infrastructure sustainability gaps, water-related liabilities and potentially eligible emissions reductions. JPA and Green Cross UK assess which programme fits the asset and what evidence is needed to evaluate its technical and commercial potential. The objective is to establish a credible case for action before committing to implementation.

Can we assess the opportunity before committing to implementation?

Can you work with operating assets and existing portfolios?

Programme availability, technical scope, verification pathways and commercial terms are confirmed for each engagement. This page provides general information and does not constitute an investment offer, a financing commitment or a guarantee of certification, savings, environmental asset issuance or financial return.

How can this support investment approval or project financing?

SIπ identifies sustainability gaps, establishes an improvement roadmap and organises evidence for investor and lender review. JPA assesses political, regulatory and institutional conditions that could affect execution and long-term viability. Together, these workstreams help investment teams evaluate the project’s readiness, outstanding risks and proposed mitigations. Financing remains subject to each institution’s due diligence and approval.

How does this fit with our existing technical and asset management teams?

The scope is agreed around your existing capabilities and the decision you need to make. Your teams retain their operating and investment responsibilities; the engagement defines the additional assessment, specialist support and reporting required. Technical interfaces, data access and implementation responsibilities are established before work begins.

Who is responsible for taking the project from assessment to delivery?

JPA and Green Cross UK coordinate the strategic work and specialist capabilities required for the agreed scope. JPA contributes political, regulatory and institutional assessment, counterparty evaluation and decision governance. The proposal identifies the technical providers, operators and verifiers involved, together with deliverables, responsibilities, milestones and commercial terms.

The engagement defines the baseline, performance indicators, reporting arrangements and verification requirements appropriate to the programme. Energy-saving opportunities are distinguished from savings actually achieved; water restoration is evaluated against agreed monitoring criteria; and carbon projects must meet the applicable eligibility and verification requirements before credits can be issued. Reported case results are reference points, not forecasts for your assets.

How will we know whether the project is delivering results?

Start with the asset or portfolio type, location, operating context and the decision you need to make. For energy efficiency, indicate whether historical consumption and operating data are available. For infrastructure, water or carbon opportunities, provide a short project description and its current stage. We will confirm the information needed for an initial assessment. Confidentiality arrangements can be agreed before sensitive documents are shared.
