Venezuela is not normalizing. It is being contained. Following the capture of Nicolás Maduro, the system has not collapsed — it has reorganized under external supervision. Senior military command maintains functional discipline, armed collectives are contained by fear of individual targeting, and control over the primary strategic resource — oil cashflow — has shifted outside the country.outes (Fujairah, BAPCO, Ruwais) under active threat assessment.

RISK

The dominant risk this week is not strategic defection by leadership, but an unauthorized operational incident — by mid-level military commanders, local collectives, or non-state actors — that triggers a disproportionate external response. OFAC and EU sanctions remain fully active. U.S. executive order formalizing external control of Venezuelan oil revenues introduces additional financial risk: completing a physical transaction does not guarantee access to payment flows. Contractual enforceability is structurally impaired across all sectors.

IMPLICATION FOR ORGANISATIONS

This is a monitoring-and-positioning phase — not an entry phase. Decisions that assume policy durability without coercive backing are structurally exposed. Recommended actions this week: legal structuring and due diligence (YES), commercial positioning without binding commitment (LIMITED), operational re-entry or personnel deployment (NO). Intelligence monitoring: MANDATORY.
