CONTEXT — Gulf Operating Environment | Week Ending 8 March 2026

GOCI Level: CRITICAL — Escalation Confirmed
Structural baseline active since 28 February 2026. Week 2 assessment confirms no de-escalation indicators. US-Israel coordinated strike operations against Iranian nuclear and naval infrastructure continuing. Iranian ballistic and drone response capacity assessed as degraded but not neutralised.ssment.

RISK

Hormuz Strait remains operationally constrained. Abu Dhabi and Dubai airports closed to commercial traffic — Emirates and Etihad operations suspended. Fujairah bypass corridor under active threat. War risk insurance market effectively withdrawn across Gulf-origin shipments. IEA emergency reserve draw ongoing. GCC sovereign wealth fund liquidity posture shifting defensively.

IMPLICATION FOR ORGANISATIONS

Organisations should now treat Gulf energy and logistics disruption as a structural condition, not a transient event. Board-level scenario planning recommended for 90-day supply constraint. Contracts with Gulf counterparties require immediate force majeure and MAC clause review. Payment channel diversification away from SWIFT-GCC corridors is a priority action.
